Provisioning an interface in the device can probably be done with an NCM config change template, though that will depend a bit on the specifics of what this provisioning entails in your environment.
NCM config change templates can't do things like enable NPM monitoring for the interface or set custom properties on it. If you want to automate those steps, you will need to write a program/script using your favorite language and the Orion SDK. That package includes sample scripts for:
1. Kicking off an NCM script action (not a config change template - but you can build up the NCM device script in your program instead)
2. Adding an interface to NPM for monitoring
3. Setting custom properties
4. Various other tasks
Edit: my original post said you could trigger a config change template through the SDK. This is incorrect. You can trigger NCM scripts but not change templates.
