The template you are referring to was unfortunately stored on thwack as a ZIP file: Change Login Banner - Cisco IOS (The link may be inaccessible to you.)
I have uploaded it unzipped and verified it can be imported into NCM: Change Login Banner - Cisco IOS
I'll make sure the same issue doesn't happen to other templates.
