I was able to determine looking through event logs on the server that every time NCM was launch it would check for a TFTP_ROOT folder that didn't exist and the proceed with launching the installer. I created the TFTP_ROOT folder in the directory that was being reference and the issue resolved. The installer no longer launches when opening NCM. Thank you for responding. Hope this helps anyone else if they have this issue.
