NCM doesn't work without logon credentials. And yes you can update a Cisco config by just using SNMP (as long as you have the RW community name) but just not with NCM.
You want this tool "Config Uploader" which is found in the Engineers Toolset. Why it's not part of NCM, I don't know. I think it should be. This has been raised on numerous occasions before.
