You should be able to re-enable the pagination by including the commands in the DownloadConfig command. In your particular case:
<Command Name="DOWNLOADCONFIG" Value="display current${CRLF}user-interface vty 0${CRLF}screen-length 48${CRLF}quit${CRLF}" RegEx="\]" />
