I noticed today that I was missing the NCM console after I upgraded to 7.4. Did I do something wrong in the installation that it no longer appears? Could it be that it was merged with the NPM console?...

As well as the configs being stored in the database, they are also stored on the Solarwinds server itself. They are stored to the path you've put in under Settings, NCM Settings, Config Archive Folder...
