The proxy settings can be found in C:\Program Files (x86)\SolarWinds\Orion\SolarWinds.Orion.Core.BusinessLayer.dll.config on the following lines:

<add key="userName" value="" />
<add key="password" value="" />
<add key="proxyAddress" value="" />
<add key="proxyPort" value="" />
Once you update the info, restart the Orion Module Engine.
