I think the problem here was that NCM 7.3 didn't know you restored a 7.2 DB on a new server. The DB migration is done during the upgrade while in your case, NCM just thought it's a fresh installation....

Yes, we have an internal tool. I'm not sure if it's shipped with NCM by default as our assumption is it would only be used when there's some serious problem with the migration and thus user calls...

One of the limitations you're going to have using SQL Express 2014 is a 10GB limit on your relational database size. You are showing a 8.15 GB database, and NCM is looking for 3.14 GB of free space....
